Punjab PIVOT Plan: Rs 1.99 Trillion Export Strategy Targets 162,000 Jobs

Punjab has put its biggest economic bet on the table. The punjab pivot plan, formally launched by Chief Minister Maryam Nawaz in Lahore on October 30, is a Rs 1,995.3 billion strategy running from 2026 to 2029 that aims to add $6.8 billion to exports and create 162,000 direct jobs. The cabinet had approved its key features on October 19.

PIVOT stands for Punjab Innovative for Value, Opportunity and Transformation. The pitch is simple: government will facilitate, industry will lead. Whether it becomes real jobs or stays a document will depend on delivery, but the scale makes it worth understanding properly.

Punjab PIVOT Plan and Its Main Targets

The punjab pivot plan sets three headline targets for its three years. Exports are to rise by $6.8 billion, direct jobs are to reach 162,000, and more than one million families are to feel the benefit through livelihoods linked to the programme. The focus areas are industrial infrastructure, cluster development, export competitiveness, value chain transformation, mechanisation in agriculture and livestock, and public private partnerships.

The sectors named in the launch coverage cover most of Punjab’s working economy: industry, agriculture, tourism, skills and technology. Traditional export clusters such as leather, footwear, sports goods and garments sit alongside farm processing and new technology work.

Where the Rs 1,995.3 Billion Will Come From

The money is split two ways. The provincial government plans to put in Rs 1,089 billion of public investment. The remaining Rs 906 billion is expected from the private sector, which means almost half the plan depends on convincing businesses to invest alongside the state.

Within the total, Rs 753.7 billion is directed at strengthening industrial output, encouraging value addition and building long term export competitiveness. That is the heart of the strategy: Punjab wants to process and finish more of what it grows and makes, instead of selling raw material cheap and buying finished goods back at a premium.

STEP, the Portal and the Sectors Covered

The main financing instrument of the plan is the Strategic Trade Enhancement Programme, shortened to STEP, and it is backed by a new digital portal. Businesses are expected to use the portal to reach the programme’s financing and support, rather than chasing files through departments.

Delivery will be watched by a PIVOT Board chaired by Senior Minister Marriyum Aurangzeb on behalf of the Chief Minister. Chief Secretary Zahid Akhtar Zaman confirmed the concept would be operationalised within six months. Tourism is one of the named sectors, and the hiring already under way for tourism projects is covered in our Tourism Department jobs guide.

What It Means for Workers and Small Businesses

For a worker, 162,000 direct jobs is the number that matters, and they will mostly appear where the investment lands: industrial estates, upgraded clusters and processing units. For a small business, the promise is easier financing through STEP and support for testing, certification and e-commerce, things small exporters usually cannot arrange alone.

None of this arrives on its own. The practical advice is to watch the STEP portal and the PIVOT Board’s announcements, because that is where application routes will open first. Punjab already runs smaller support schemes that businesses can use today, such as the one explained in our Green Credit Program guide.

Targets Are Promises, Delivery Will Decide

Honesty matters here. Everything in this article is an announced target, not a result. The Rs 906 billion of private investment is an expectation, not a list of signed commitments, and the full plan document with a year by year spending schedule has not been published yet. Punjab has announced ambitious programmes before, and some delivered more slowly than promised.

What is different this time is the tracking language. The Chief Minister said the plan’s implementation will be tracked, its progress measured and its results assessed. Judge PIVOT the way you would judge any promise: by the projects that actually open, the financing that actually reaches businesses, and the jobs that actually get filled over the next three years.
